Abstract

The Indonesian government has been implementing the Industrial Environmental Rating Program (PROPER) since 1995. PROPER demonstrates the new regulatory approach called Public Voluntary Regulation (PVR), which combines the government authority and market power. PROPER aims to improve the companies’ commitment to Corporate Social Responsibility (CSR). Based on process tracing data PROPER in the last decade (2010-2019) and interview with regulators, this article argues PVR can be the potential regulatory approach to improve companies’ commitment to environment and social, particularly community development. The findings contribute to the debate on the regulatory approach of CSR in a developing country which mostly still focus on traditional approaches both mandatory and voluntary.
